Know anyone from the State Department? Well, then you know they are often entrenched Gods beholden to no one—the ultimate untouchable civil servant. Reagan, with all of his clout, was unable to make any headway in the mighty bureaucracy, but Bush is taking a shot:

Not satisfied with a single attempt, George is trying to reform the CIA, another agency that has managed to avoid responsibility. As one put it, “These two agencies have been responsible for more missteps pre and post 9/11 than anyone else, and have continued to escape accountability.”

When the government grows, some things set deep roots, which can become invasive weeds. (Bend at the knees, because you are going to have to pull hard, George.)
